Facts & Figures 2015: Immigration Overview - Temporary Residents – Annual IRCC Updates

Facts and Figures 2015: Immigration Overview Temporary Residents presents the annual intake of permit holders and refugee claimants from 1994 to 2015.
The report also shows the total count of permit holders and refugee claimants with valid permit(s) in each calendar year and the total count of permit holders and refugee claimants as at December 31st of each year. The main body of the publication consists of a series of statistical tables and charts covering the ten-year period from 2006 to 2015.
In Facts & Figures 2015 for Temporary Residents, numbers on International Mobility Program (IMP) Work Permit Holders for Work Purposes increased due to the moving of the Post-graduate Employment Work Permit Holders population from Work Permit Holders for Study Purposes to Work Permit Holders for Work Purposes under the International Mobility Program. As a result of this, the Facts & Figures 2015 reports reflect a corresponding decrease in the number of Work Permit Holders for Study Purposes. These changes have been applied retroactively.
The Post-Graduation Work Permit Program (PGWPP) allows students who have graduated from a participating Canadian post-secondary institution to gain valuable Canadian work experience. Skilled Canadian work experience gained through the PGWPP potentially helps graduates qualify for permanent residence in Canada through the Canadian Experience Class (CEC).

Facts & Figures 2013 had previously counted those who held Post-Graduation Work Permits as Work Permit Holders for Study Purposes. However, Work Permit Holders for Study Purposes is a category for individuals who are primarily students and who are also allowed to get a work permit (e.g., Co-op students) because it is integral to their course of studies. To get a PGWP, in contrast, an individual must have ceased to be a student – it is a requirement that the individual must have graduated from their program.

Hi, I just noticed that the file IRCC_FF_22_E has the wrong title inside the file. It says "4.2. International students by top 50 countries of citizenship, 2006 to 2015." Rather, it should say "4.2 International students with a valid permit on Dec. 31 by top 50 citizenship, 2006 to 2015". (The file IRCC_FF_25_E is the one that has the correct data and correspondence regarding "5.2. International students by top 50 countries of citizenship1, 2006 to 2015").

Hi, I have forwarded your comment to the data owner for response. Thank you, Momin, Open Government team.

Thank you for your comment. The titles inside the files are accurate, but here is some clarification. The difference between the two files is that table 4.2 records the number of study permits that were valid on the last day of the year, December 31st . Table 5.2 records the number of study permits that were valid at any time during the given year. Accordingly, this wider method of reporting causes the numbers to be larger in table 5.2 than in table 4.2. A more detailed defintion is available in the Facts and Figures 2015 Temporary Resident Overview document found here: http://www.cic.gc.ca/opendata-donneesouvertes/data/IRCC_FF_40_E.doc

Hi, whats the difference between International students by top 50 countries of citizenship and International students by top 50 countries of citizenship and sign year. what does sign year mean?

Hi Dave, thank you for your comment. Your question has been forwarded to the data owner and an update will be posted here once we receive it. Momin, Open Government team.

The file "International students by top 50 countries of citizenship" refers to the total number of international students in Canada in any given year. The file "International students by top 50 countries of citizenship and sign year" refers to the total of people who applied for and were granted a student visa (received a signed permit) by December 31st. See the IRCC Gudelines: "In this publication, IRCC has revised its reporting methods to count permit holders by using: • Permit holders with a valid permit on December 31st. This measure only counts the most recently signed permit of each type that is valid on the last day of a given year. • Permit holders with valid permit(s) in the calendar year. This measure is a unique count of all persons who held one or more valid permits between January 1st and December 31st in a given year."

Hi Dave, here is the response from the data owner: Thank you for your comment. Sign year reflects the numbers of study permit holders who had a new or renewed study permit signed in that year. More information can be found in the Overview document found here: http://www.cic.gc.ca/opendata-donneesouvertes/data/IRCC_FF_40_E.doc I hope this helps! Momin, Open Government team.

Hungary is the second country by number of refugee claimants?? Why do we still not require visas from Hungarians?

Vitalii, You have reached the comment system for the team responsible for transparency and accountability work in the public service. We host datasets and records about many things, including historic statistics on immigration and visa applications, but we don't deal with policies. Given that your comment deals with a matter of Government policy making, you may wish to contact your local Member of Parliament with your concerns. Best wishes, Karin the open-ouvert team

Hi, where can I find data on annual arrival of international students by province and Territories? Also on international student population by province and territories.

Hi Ather, the following is the response from the data owner: Thank you for your comment. Information on international students can be found on this dataset: http://open.canada.ca/data/en/dataset/b813dcb6-cc08-4e06-97d4-85b7e4daa822 We apologize for the delay in answering your question. Regards, Momin, Open Government team.

How many Temporary Resident Visas are issued per year to applicants who come alone (to work or study) vs TRVs issued to spouses and other dependents of those principal applicants. Is there a way to find such data? Questions: 1 - Are the majority of applicants bringing their partners to Canada (who are usually issued extra TRVs?) or are they coming on their own? Do we keep track of that ratio? 2 - Is it often the case that a student applies to a Study Permit and the partner/spouse gets an Open Work permit? How common is that scenario? Are we keeping track of those as well? 3 - Do principal applicants who come with their partner/spouses usually bring other dependents (children, etc)? How about PRs? Is it correct to add up total numbers for IMP, International students and TFWP numbers to get the total for temporary residents..? Thanks.

Hi, here is data owner's response: Thank you for your question. In order to derive the total number for IMP, International Students and Temporary Foreign Worker Program, numbers to get the total for Temporary Residents. It is due to unique counting for those who have multiple permits in a given year. Refer to IRCC's Facts & Figures Temporary Residents glossary on Permit Holders (http://www.cic.gc.ca/english/resources/statistics/facts2013/temporary/glossary.asp) We apologize for the delay in answering your question. Momin, Open Government team.

Can you please advise how many temporary foreign workers had their work permit renewed to stay and work in Canada by year? The time frame that would be of interest for me would be 2011, 2012, 2013, 2014, 2015 (if available).

Hi LL, The following response has been posted on behalf of the data owner: "Thank you for your comment. We produce broad data that is helpful for the analysis of Temporary Foreign Worker Program and valid work permit. Is it possible to disect the figures further to show just the number of Chinese students to the various destinations?

Hi there, 1. when will the Facts and Figures 2015 be released? 2. what is the difference between international students by destination and international students with valid permit on December 31 by destination? Thanks!

Hello, The following response has been posted on behalf of the data owner: "Thank you for your comment. The updated tables with Facts & Figures 2015 will be available later this year. A) Intended destination is defined as destination specified on the permit. B) Permit holders who hold a valid permit on December 31 refers to permit holders who hold a valid permit as of the last day of each year, whether it started in a previous year or not. An individual can obtain a new permit before their existing one expires. Therefore, only the most recently signed permit of each type (e.g., work permit, study permit, temporary resident permit) that is valid on December 31st of each year is counted. If you have further questions, please contact us at Statistics-Statistiques@cic.gc.ca. " -Tasha, the Open Government Team

Dear Sirs, You provide 2014 statistics for TOP 50 countries "International students by top 50 countries of citizenship". Maybe you can provide student numbers for the following countries which are not on the list of TOP 50: Poland, Lithuania, Latvia, Estonia. Thank you very much. Sincerely, Alex

Hi Alex, The following response has been posted on behalf of the data owner: "Thank you for your suggestion. Hi, I'm wondering about the difference between International Students by sign year and International Students by valid permit. For example, for 2012 there were a 45,243 students from China (by sign year); in 2012 there were 81,430 students from China (with a valid permit). That's a difference of 36,187. Are the actual numbers of students physically in Canada to study illustrated by the valid permit category? is the sign year category simply indicating permission to study in Canada? What does the 36,187 difference indicate? Thanks

Hello, Thank you for your questions. I have sent them over to the data owner for clarification. Once a response is received, it will be posted here. -Tasha, the Open Government Team

Hello, The following responses have been posted on behalf of the data owner: "Thank you for your comment. Please see the definitions for Permit Holder at Year End and Sign Date. Permit holders at year end: Permit holders who hold a valid permit as of the last day of each year whether it started in a previous year or not. Since an individual can obtain a new permit before their existing one expires, only the most recently signed permit of each type (e.g., work permit, study permit, or temporary resident permit) that is valid on December 31st of each year is counted. Sign date: The date the permit was signed by an authorized signing agent/officer of Citizenship & Immigration Canada. It is the date that an issued permit becomes effective. 45,243 students from China by Sign Year are student permits that became effective in 2012. 81,430 account for the total number of students from China who hold a valid permit on December 31st". Thanks and hope this helps, Tasha, the Open Government Team

Could you please let me know if further distinction will be made noting how many of international students are Language Learners, not University or Pathway Students? Thank you!

I am updating an article about Migration Policy. What I do not understand is what is the difference between a temporary worker that has a valid permit and the chart that says work permit holders which is substantially greater. That is to say between 1.4. International Mobility Program work permit holders with a valid permit on December 31st by program, 2005 to 2014 and 2.4. International Mobility Program work permit holders by program, 2005 to 2014. Please write to me to [removed email - the Open Government team].

What number of female unskilled and uneducated workers were given PR status via their visa and how many stayed via sponsorship by a spouse/common law partner who was a Canadian? Do you have the breakdown by age of parties, countries of origin, types of visa that the temporary worker first came here on and the date of the alleged relationship? Are the women working in SPAs selling sexual services on Visas? (this can be viewed on Craigslist and Backpacks. What happens if they are caught selling sex on a visa? We do not give Visas for prostitutes. Are they deported?

Thanks for your questions. I have forwarded them to the data holder for their information and action. Karin - open-ouvert team
