Canada will be recognized as a global leader in openness and transparency. We will foster greater adoption and implementation of global principles of open data.

Elected to the OGP Steering Committee and officially became a member in October 2017. Canada has also accepted the role of lead government co-chair of the OGP for 2018-19, and is currently supporting government co-chair along with lead co-chair Georgia.

During the implementation period for the Third Biennial Plan, the Government of Canada has also served as the chair of the CKAN association, a Lead Steward of the Open Data Charter, and chair of the International Aid Transparency Initiative (IATI).

Inclusion of open government principles or initiatives in international, multilateral agreements or declarations

Language on open government included in at least 6 international agreements or declarations (not including declarations by the Open Government Partnership)

Language on open government was included in the Organisation internationale de la francophonie’s 2016 Antananarivo Declaration; a Government of Canada Fact Sheet published during the 2016 North America Leaders’ Summit; a Canada-Estonia Joint Statement on Digital Government and Economy; a Canada-France Joint Declaration on Cultural Diversity and the Digital Space; and a Canada-UK MOU on Digital Government

Development of the Open Data Barometer (IDRC)

At least 90 countries covered, and adaptation for the work in cities

4th edition of Open Data Barometer published in May 2017 covering 115 countries.

Funding for a Special Edition Barometer Report for Africa was approved in 2017, and work is ongoing, with release expected in 2018.

Funding for the 5th edition of Open Data Barometer is expected in 2019.

Sharing of Canadian experience in open government

Presentations (including participation in panels) in 10 international conferences by June 2018

From September 2016 to September 2017, the Open Government team at TBS has presented to 15 international meetings/conferences.

Capacity-building activities in Francophone countries

Supporting organization of a regional conference for African Francophone countries, and funding participation of officials from 4 countries in the region

Supported the Conférence d'Afrique Francophone sur les Données Ouvertes in June 2017 in Burkina Faso, with representatives from over 22 countries participating ( Feuille de Route de CAFDO)

In November 2017, Open Burkina was selected to coordinate the African Francophone Open Data Community (CAFDO) and act as a regional hub to coordinate work around research, innovation, and capacity building in Francophone Africa. Planning for capacity building activities with local representatives has commenced.

Number of governments adopting the Open Data Charter

At least 10 additional governments adopt Open Data Charter principles by end of 2017, including at least 4 governments in Canada

Since July 2016, more than 20 additional governments have adopted the Open Data Charter, including the governments of Canada, Ontario, and Edmonton.

Complete:

  • 21.1 Participate in key forums internationally to learn from other countries and share our challenges and successes.
    • Canada was elected to the Open Government Partnership’s Steering Committee, and is the current supporting co-chair. Canada also chairs the International Aid Transparency Initiative and has served as chair of the CKAN association
  • 21.2 Strengthen the capacity to deliver open data in Francophone Africa through support to locally-led, multi-stakeholder processes and international conferences.

  • 21.3 Promote the principles of the International Open Data Charter, participate in the development of enabling resources and tools for the Charter, and support the development of the World Wide Web Foundation’s Open Data Barometer through the Open Data for Development (OD4D) network to measure the Charter’s implementation by governments around the world.
    • Canada signed the Open Data Charter in 2018. 4th edition of Open Data Barometer published in May 2017 covering 115 countries.
    • Funding for a Special Edition Barometer Report for Africa was approved in 2017, and work is ongoing, with release expected in 2018.

Other completed milestones:

  • The Déclaration d'Antananarivo (in French only, PDF document, 448KB), from the Francophonie Summit, expresses clear support for the Open Data Charter
  • Government of Canada—through the International Development Research Centre—co-hosted the International Open Data Conference 2016 (Madrid, October 2016)
  • Supported regional events including the 2017 African Open Data Conference in Accra, Ghana, and the 2017 edition of ABRELATAM/Condatos in Costa Rica with an emphasis on advancing gender awareness, as well as promoting innovation around combating violence against women.
