Any communications, reports, consultations or documents discussing changes in 2014 to the reporting of immigration statistics through the annual Facts & Figures reports. I am seeking communications, reports, consultations or other documents produced or exchanged by the offices that produce the annual Facts & Figures reports, statistical immigration products, or the managers, deputy ministers or ministers that supervised those functions. For further clarity, a number of changes occurred in 2014: (1) the International Mobility Program was created and broken off from the figures that had previously been reported as the Temporary Foreign Worker Program; (2) the date of observation of 'present in Canada' moved from December 15 to December 31; (3) the measure of 'entries' was replaced with 'holders of work permit by sign year', among others. What am I seeking is the rationale for these changes and the record of the decision-making that led to those changes.
