GC HR and Pay - Data Strategy The transformation of Human Resources (HR) and pay for the Government of Canada into an integrated, flexible, and modern ecosystem is a complex challenge. To support these activities, Human Capital Management (HCM) has developed a strategy centred around four pillars: HR, pay, data, and management. To address challenges in the data pillar, the HCM Data Strategy describes the needs for processes, standards, and rules to govern HR and Pay data.
