Transparency by Design (TbD) is an approach to deliver on the goals of the Integrated Enterprise Strategy on Human Resources (HR) and Pay (the Strategy). The Strategy aims to resolve current pay operation issues, develop an integrated HR and Pay system, and lead the most transparent transformation in the Government of Canada (GC).
To maximize the impact of these efforts, the Strategy is being informed by engagement with four key stakeholder groups: employees, unions, parliamentarians, and the media. Using human-centred practices and service design tools, the TbD approach allows for insights into stakeholders' needs and to deliver value to stakeholders.
Other activities within the Transparency by Design approach include:
• Quarterly progress update briefings to federal public servants, unions, Parliamentarians, and media
• Uploading documents related to GC HR and Pay to the Open Government Portal
• Updating information on HR and Pay online
• Increasing the frequency of social media content covering GC HR and Pay
