Canadian Guidelines for the Management of Naturally Occurring Radioactive Materials (NORM) The Canadian Nuclear Safety Commission (CNSC), formerly the Atomic Energy Control Board (AECB), has legislative control of nuclear fuel cycle materials and man-made radionuclides. However, naturally occurring radioactive material (NORM) is exempt from CNSC jurisdiction except for the import, export and transport of the material.
