GC HR and Pay - Transparency by Design approach Transparency by Design (TbD) is an approach to deliver on the goals of the Integrated Enterprise Strategy on Human Resources (HR) and Pay (the Strategy). The Strategy aims to resolve current pay operation issues, develop an integrated HR and Pay system, and lead the most transparent transformation in the Government of Canada (GC). To maximize the impact of these efforts, the Strategy is being informed by engagement with four key stakeholder groups: employees, unions, parliamentarians, and the media. Using human-centred practices and service design tools, the TbD approach allows for insights into stakeholders' needs and to deliver value to stakeholders.
