The CSPS established a new open government learning page on its GCcampus learning application. The page has had 3,484 visits since it was established in December 2016.

Between July 1, 2017 and January 24, 2018: 34, 012 learners from 131 federal organizations have registered for the now 15 available courses that support open government

Between July 1, 2016 and June 30, 2017: 35,755 learners from 109 federal organizations have registered for the 14 available CSPS courses (online and classroom) that support open government (e.g. Information Management and Access to Information and Privacy).

Status

Status of Open Government Plan milestones (complete, substantial, limited, not started)

Completed:

  • 6.2 Lead and/or participate in educational forums and workshops designed to further the understanding of how to increase government transparency and foster civic engagement.
  • 6.3 Through public consultation on the 2016 Government of Canada IT Strategic Plan, consider feedback on how software solutions, including open source, can be best leveraged to meet strategic objectives.

Substantial:

  • 6.1 Provide enhanced information management learning opportunities and additional materials to raise public servants’ awareness and understanding of open government principles and practices, including:
    • 6.1.1 Using open data and information to support policy analysis and development;
    • 6.1.2 Sharing best practices in digital public engagement;
    • 6.1.3 Setting priorities for the release of open data and information based on potential public impact and benefit; and
    • 6.1.4 Implementing the Directive on Open Government.

Other completed milestones:

  • As of June 2018, 98 events have been delivered on open government with approximately 5,500 learners (stakeholders and public servants).
  • New open government learning hub available on Open.Canada.ca as of October 2017 and the CSPS GCcampus learning platform was developed (only accessible to federal public servants)
  • Open Government Armchair discussion held on April 12, 2017. It marked the first time the CSPS Armchair series was opened to the general public via webcast.
  • TBS has slowly been transitioning to a “train the trainer” model, providing departmental open government coordinators with skills and tools to conduct training sessions within their departments.
  • Between October 2017 and January 2018, the following events on open government were offered by CSPS in collaboration with TBS:
    • The Open Source Software and Open Standards in Public Administration Armchair Discussion was held October 25, 2017 and opened to the general public via webcast
      • Total # of learners: 508
    • An EXecuTalk Open Government: Enhancing Program Delivery and Inspiring Innovation  event was held November 27, 2017
      • Total # of learners: 84
    • An Open Government: An Ongoing Process  - event held December 14, 2017 which was opened to Quebec provincial level of government.
      • Total # of learners: 223
    • An Open Science: What Sets Canada Apart event held January 22, 2018 and was opened to the public via webcast.
      • Total # of learners: 205

Notes:

There is a high variance in the number of public servants attending these events. Reasons for this include:

  1. We are transitioning to a “train the trainer” model, providing departmental open government coordinators with skills and tools to conduct training sessions themselves.
  2. During the summer there are fewer large events that we could leverage to provide training sessions.

A number of events were delivered via webcast. In these cases, the number of participants is based on the number of persons in attendance and webcast connections. However, more than one participant could be observing the webcast from a single connection, therefore the actual number of participants may be higher.
