1. Executive Summary

Canada has a longstanding commitment to openness and accountability as a cornerstone of a strong, modern democracy. From the passing of access to information legislation over 30 years ago to current open government and proactive disclosure activities, the Government of Canada has worked to ensure transparency on federal operations to enable Canadians to hold their government accountable. The commitments included in Canada’s Action Plan on Open Government 2014-16 will further the progress on the delivery of transparent and accountable programs and services focused on the needs of Canadians.

The proactive release of data and information is the starting point for all other open government activity. Accordingly, the Government of Canada has firmly established an "open by default" position in its mandatory policy framework by issuing the Directive on Open Government.

Statistics Canada’s raison d’être is to ensure that Canadians have access to a trusted source of statistics on Canada’s economy, society and environment to meet their highest priority needs. Statistics Canada is committed to ensuring that Canadians have barrier-free access to key information that they require to function effectively as citizens and decision makers in a rapidly evolving world.

In the context of Open Government, Statistics Canada began exercising open principles many years ago and still continues to evolve in how the department releases data and information. For several years Statistics Canada has made the liberation of data and information a main priority, this aligns very well with the Government of Canada’s Open Data Initiative. Most notably, on Statistics Canada’s self-serve standard products, including CANSIM data and selected census data and geography products, became available free-of-charge on Statistics Canada’s website. In addition to this, restrictions for the redistribution of data were removed through the use of a new Open License Agreement. Every business day Statistics Canada exercises Open Government principles by integrating them into the Agency’s processes and procedures of releasing data and information products such as, The Daily, CANSIM, Summary tables, Census products and publications, using such vehicles as the Statistics Canada and Open Government websites.

Since the commencement of the Government of Canada Open Data portal pilot in March 2011, Statistics Canada has actively supported, promoted and participated in the Open Data initiative across the Federal Government. Today, Statistics Canada is a major contributor to the Open Data portal by supplying nearly 6,000 of the 8,000 non-geospatial registered datasets accessible via the portal. In 2012 the Treasury Board of Canada Secretariat engaged Statistics Canada to build, house and maintain a new version of the Open Government portal and act as the service provider to the portal. As Canada’s national statistical Agency, Statistics Canada was fully capable of redeveloping the Open Data portal and became the department hosting the portal in partnership with the Treasury Board of Canada Secretariat which has an oversight role. This extension to Statistics Canada’s portfolio is consistent with the Agency’s goals and objectives of providing greater access to statistical data and information to Canadians. In addition, Statistics Canada has leveraged initiatives that the Agency’s New Dissemination Model presents, such as a central metadata registry, search, and content management systems. Statistics Canada continues to be the Information Technology Project Office (service provider, client relations, and recommendation of best practices) for the Open Data portal and the newly developed Open Government website (open.canada.ca).

Statistics Canada is transparent in its contributions to the Open Data portal, compliant in submitting completed Access to Information requests to the Open Government website, and complies with Proactive Disclosure reporting by publishing proactive disclosure information on the Agency’s website. In brief, Statistics Canada actively participates and practises Open Government principles as a leading statistical agency publishing data and information which are accessible to Canadians every single day.

Statistics Canada’s Open Government Implementation Plan illustrates how the Agency has already met, and will continue to meet, its Open Government obligations. The Agency’s Open Government roles and responsibilities can be found in section 6, and planning table in section 7 of this document.

Statistics Canada’s Open Government Implementation Plan is posted online and is accessible through the Open Government website (open.canada.ca). This plan will be updated annually.

3. Purpose

This document describes Statistics Canada’s plan to complete activities and deliverables aligned to the requirements of the Directive on Open Government, in order to achieve full compliance by the implementation deadline.

The objective of the Directive is to maximize the release of government information and data of business value to support transparency, accountability, citizen engagement, and socio-economic benefits through reuse, subject to applicable restrictions associated with privacy, confidentiality, and security. (Directive on Open Government, Section 5.1)

The expected results of the Directive on Open Government (Section 5.2) are that Canadians are able to find and use Government of Canada information and data:

  • to support accountability;
  • to facilitate value-added analysis;
  • to drive socio-economic benefits through reuse; and,
  • to support meaningful engagement with their government.

4. Context

Under the direction of the Minister of Industry, the Chief Statistician is charged with the administration of the Statistics Act and the Corporate Returns Act, the provision of advice on statistical matters within the federal government, and the general management of Statistics Canada.

Statistics Canada ensures that Canadians have access to a trusted source of statistics on Canada to meet their highest priority needs. Access to trusted information is fundamental in an open, democratic society to support decision making by citizens and their elected representatives.

Statistics Canada is also mandated to provide co-ordination and leadership for the national statistical system, specifically to avoid duplication in the information collected by government.

In addition to conducting a Census every five years, Statistics Canada actively conducts nearly 350 surveys on virtually all aspects of Canadian life and accesses administrative records, enabling it to reduce reporting burden on business and individual respondents. Statistics Canada is committed to protecting the confidentiality of all information entrusted to the Agency, and to ensuring that the statistical data and information that it delivers is timely and relevant to Canadians.

4.1 Statistics Canada’s Organizational context

Commitment

Statistics Canada is committed to ensuring the relevance of its statistical programs to meet the highest priority information needs of Canadians, while also ensuring that its information is accessible, that it is of appropriate quality for the uses to which it is put, that respondent burden is kept to a minimum, and that the Agency’s business processes and systems are efficient, robust and responsive. The key ingredient in meeting this commitment has always been, and will always be, an innovative, motivated, representative, and professional workforce deployed in a strong and supportive corporate environment.

Mission

Statistics Canada’s mission is to serve Canadians with high quality statistical information that matters.

Mandate and Objectives

Statistics Canada’s mandate derives primarily from the Statistics Act. Under the Statistics Act, Statistics Canada is required to collect, compile, analyse, abstract and publish statistical information relating to the commercial, industrial, financial, social, economic and general activities and conditions of the country and people of Canada. It also requires that Statistics Canada conduct a census of population and a census of agriculture every five years, and that the Agency protect the confidentiality of the information with which it is entrusted.

Statistics Canada has two primary objectives:

  • to provide statistical information and analysis of the economic and social structure and functioning of Canadian society, as a basis for the development, operation and evaluation of public policies and programs, for public and private decision-making, and for the general benefit of all Canadians;
  • to promote the quality, coherence and international comparability of Canada’s statistics through collaboration with other federal departments and agencies, with the provinces and territories, and in accordance with sound scientific standards and practices.

4.2 Statistic Canada’s Population and Regional Distribution

Statistics Canada employs more than 6,500 people, with a Head Office situated in Ottawa and regional offices located across the country in Halifax, Sherbrooke, Montréal, Toronto, Sturgeon Falls, Winnipeg, Edmonton and Vancouver. Statistics Canada also operates a General enquiries service where agents are available Monday to Friday (except holidays) from 8:30 am to 4:30 pm to respond to user requests received online, by telephone, fax, mail or in-person.

4.3 Statistics Canada’s Technological Environment

Statistics Canada is committed to providing high-quality and convenient access to relevant, reliable, comprehensive and timely statistical information on its website.

With over 8 million web pages and more than 30 web applications, there are several resources available on Statistics Canada’s website to find data and information repository and/or inventory as follows:

Partnership with research resources

Statistics Canada recognizes that sometimes researchers require access not only to aggregate statistics, but also to microdata. In order to preserve the privacy and confidentiality of respondents while at the same time encouraging the use of microdata, a range of data access options are offered by Statistics Canada.

These data options include, access to public use microdata files (Data Liberation Initiative and Access to Public Use Microdata Files Collection), direct access to detailed microdata in a secure physical environment (Research Data Centresand the Centre for Data Development and Economic Research, which operate under the provisions of the Statistics Act) and remote access solutions (Real Time Remote Access and Remote Access Services for Health Data).

Partnership with Shared Services Canada

Statistics Canada operates 27 research data centres across the country to meet the growing demand for access to detailed microdata from academic, government and private-sector researchers. With the support of Shared Services Canada, Statistics Canada is moving its research data centres towards a centralized, thin-client, information technology infrastructure.

Statistics Canada is also partnering with Shared Services Canada to modernize the delivery of information technology and telecommunications infrastructure. In 2015/2016 this includes the migration to end-state data centres for the New Dissemination Model and the census projects, planning for Statistics Canada’s internal network consolidation, and migrating to the new Government of Canada common email service and call-centre solution.

4.4 Statistics Canada’s role in facilitating open government for the whole of government

Statistics Canada continues to align with Open Government and common solutions in support of cross-government initiatives as indicated below.

Web Renewal

In collaboration with the Treasury Board of Canada Secretariat and Shared Services Canada, Statistics Canada is actively participating and fully supporting the Web Renewal Initiative. This multi-year project aims to enhance the effectiveness and usability of Government of Canada websites by migrating and publishing to the new Web publishing service. This initiative includes information about Statistics Canada’s statistical programs and data, as well as corporate reports, financial statements, careers, proactive disclosure, regulatory content and general corporate information.

Open Data

Since the first pilot of a government-wide Open Data portal in Canada began, Statistics Canada has been the primary data provider. Today, of about 8,000 non-geospatial data files accessible through the Open Data portal, nearly 6,000 are supplied by Statistics Canada.

As a data provider, Statistics Canada continues to be one of the top two public service contributors of data. During the 2015 Canadian Open Data Experience app-a-thon (C.O.D.E. 2015) most of the top 15 finalists used Statistics Canada data in their applications. This is a repeat of the inaugural app-a-thon that occurred in 2014. Statistics Canada data experts represented the Agency at both C.O.D.E. app-a-thons by answering questions regarding Statistics Canada’s data and helping C.O.D.E. participants to integrate data into their applications.

Statistics Canada is the information technology service provider for the Open Government website (open.canada.ca) working in conjunction with the Treasury Board of Canada Secretariat who fulfills the oversight role. In searching for a department to lead the technical implementation of the portal it was recognized that Statistics Canada possesses the appropriate experience and expertise required. Statistics Canada continues to provide the computer science professionals for the development and maintenance of the website and to coordinate the provision of the information technology infrastructure required to support it.

DRUPAL, a web content management system which supports the publishing of static content, blogs, commenting and rating, etc., is used for both the Open Government and Statistics Canada websites. Similarly, the main data catalogue for these two websites uses a technology abbreviated as CKAN (Comprehensive Kerbal Archive Network). Statistics Canada is nearing completion of its New Dissemination Model project to modernize the Agency’s dissemination environment and present a new comprehensive inventory of the Agency’s output. Statistics Canada is using CKAN to house its registry of products and drive the navigation of the revised website which will become available in 2016. Statistics Canada’s use of the same base technology for the Agency’s own inventory and for the Government of Canada Open Government portal inventory facilitates its creation of a seamless integration between the two environments.

Statistics Canada’s principal public dissemination activities for fiscal year 2015/2016 are to finalize the new dissemination infrastructure along with Shared Services Canada, and to complete the migration of data and information into the new environment.

Open Information

In support of the Open Information Initiative, following the completion of a 5 year project, the entire collection of nearly 120,000 Statistics Canada printed publications will become accessible to the public via the internet.

Already, there are over 19,000 Statistics Canada resources registered in the Open Information portal of the Open Government website. These consist of the electronic publications provided by Government of Canada Publications and Library and Archives Canada.

On the Open Government website, Statistics Canada posts summaries of completed Access to Information and Privacy (ATIP) requests in support of providing Canadians with Open Information, and transparency.

In compliance with Proactive Disclosure, Statistics Canada currently publishes travel and hospitality expenses for selected government officials on its website; contracts entered into by Statistics Canada for amounts over $10,000 (with only limited exceptions such as national security); the reclassification of positions; and, most recently, the disclosure of grants and contributions for amounts over $25,000 (with limited exceptions similar to those applying to contracts). In addition, Statistics Canada proactively discloses operational information related contracts for amounts less than $10,000.

5. Outcomes

Statistics Canada is currently following detailed plans to meet corporate priorities which have a positive impact on the Agency, the Government of Canada, and Canadians.

New Dissemination Model

Fiscal year 2015/2016 is the final year of Statistics Canada’s transformational project to update and modernize its dissemination environment. This effort builds on important changes in the last few years including the adoption of an open data model in the Agency. The New Dissemination Model includes a revised organization of data holdings that enables better discovery and enhanced navigation, a simplified line of standard products with a more coherent and consistent layout and functionality, and aggregate statistics generated through a database-driven approach.

Statistics Canada’s vision for the New Dissemination Model is based on four key concepts:

  • Dynamically driven content fed from a common database: A new database of aggregate statistics feeds more dynamic content on the Statistics Canada website. Old style data publications filled with page after page of data tables are replaced with a more modern, user friendly and interactive way of presenting data.
  • Better navigation: An enhanced web structure improves navigation, and focuses on users’ main areas of concern. Applying consistent filters makes it easier to find information. The current subject categories are being fine-tuned and an A–Z list makes it easier for users to find specific topics. Users can also more easily find data by geographic region.
  • Simplify the product line: A simplified, standard product line makes the website more functional and easier for users to access. The goal is to achieve a common format. No matter what the subject, the interface is familiar, and understandable.
  • Revised output formats: One template is used to display all data—from simple indicators and tables that can be displayed and printed, to complex tables that can be customized and manipulated. Users are able to download full datasets using a variety of different methods, should they wish.

Statistics Canada is also introducing automated user harvesting of its data through the deployment of Web Data Services and Application Programming Interfaces, as well as a seamless integration between Statistics Canada’s publishing process and the Government of Canada Open Data portal.

Microdata access

Moving forward, Statistics Canada’s microdata access programs will continue to increase the number and expand the types of data files available through the Data Liberation Initiative, Real Time Remote Access, the Canadian Centre for Data Development and Economic Research, and the Research Data Centres.

The Canadian Centre for Data Development and Economic Research will improve data documentation and build databases that consider longitudinality. In addition, work will continue throughout to examine how broader access can be implemented while, at the same time, the required controlled conditions can be maintained.

The Research Data Centres program will increase its data holdings through linkage projects and acquisitions of administrative data from external organizations. A number of projects will also facilitate access to data, including the enhancement of metadata and improved technological infrastructure.

Enhancing engagement with the public

Statistics Canada continuously communicates with Canadians, with the objectives of increasing awareness and understanding of Statistics Canada products and services, building user capacity in the retrieval and exploitation of statistical information, and better informing the user community of upcoming developments in Statistics Canada’s statistical programs.

In an effort to enhance user experiences, a redesigned and modernized version of Statistics Canada’s official release bulletin, The Daily, was launched in Spring 2015. It featured interactive charts, responsive data tables, an expanded series of indicators, more visual elements and streamlined navigation.

Statistics Canada’s centennial will take place in 2018. A multi-year plan has been established to celebrate and share the event with Canadians. The plan focuses on recognizing the Agency’s achievements of the past 100 years, telling the story of how a Canadian institution reached world-class status, as well as increasing public awareness and promoting creativity in the field of statistics. The first year of activities, which has already taken place, included “Talking Stats” public discussions held in Vancouver, Halifax, Ottawa and Saskatoon. These public sessions began with an in-depth presentation prepared by a Statistics Canada expert on a topic of interest to the community, followed by an expert panel discussion. Currently, these sessions are being held in four additional cities. Further, two regional offices will greet data users through Open House events.

Finally, engagement with the public has continued throughout 2015/2016, using Web 2.0 tools, including social media platforms, chat sessions with Statistics Canada experts, blog discussions, online tutorials, and videos providing highlights of major releases. It is through telecommunications, in-person and online mechanisms that Statistics Canada is able to participate in further meaningful dialog with Canadians.

Open Government

Currently there are almost 6,000 Statistics Canada datasets and more than 19,000 Statistics Canada resources registered in the Open Data and Open Information portals of the Open Government website. In the interest of serving the data and information priorities of Canadians, supporting open government and promoting transparency, Statistics Canada will actively continue to register datasets and information, access to information and proactive disclosure documents as they become available.

6. Governance Structures and Decision Processes

The following sub-sections describe the governance structures and decision processes that support open government and how those responsibilities are delegated and fulfilled within Statistics Canada.

6.1 Roles and Responsibilities – Chief Statistician and Information Management Senior Official

The governance of the Statistics Canada’s Open Government Implementation Plan (OGIP) is informed by the responsibilities identified for the Information Management Senior Official (IMSO) and Chief Statistician in section 6 (Requirements), and section 7 (Monitoring and Reporting Requirements), and section 8 (Consequences) of the Directive on Open Government.

  • oversees the creation, approval, publication and annual updates of Statistics Canada’s Open Government Implementation Plan;
  • approves registration of datasets into the Open Data portal;
  • is designated by the Chief Statistician under the Treasury Board of Canada Secretariat Policy on Information Management to be accountable for ensuring that all Chief Statistician responsibilities under the Policy on Information Management are met;
  • is expected to fulfill the central role of coordinating, promoting, and directing information management within their organization, as well as to influence departmental decision-making in order to advance progress on departmental and enterprise-wide Information Management objectives; and,
  • champions Information Management within Statistics Canada, ensuring strong leadership for the management of departmental information resources and taking decisive action to strengthen recordkeeping practices within Statistics Canada.

6.1.1 Statistics Canada Governance

Statistics Canada Open Data Steering Committee

This committee includes senior management representatives with knowledge of Statistics Canada programs. Its responsibilities are:

  • working with program fields to develop and maintain Statistics Canada’s Open Government data and information inventory;
  • providing input in Open Government deliverables;
  • providing input in the process of being the service provider for Treasury Board of Canada Secretariat on the Open Government site and portals; and,
  • working with the Treasury Board of Canada Secretariat Open Government Secretariat to establish yearly agreements on supporting the Open Government site and portals as a service provider.

The committee reports to the Executive Management Board.

Executive Management Board

The leadership of Statistics Canada’s governance system is provided by the Executive Management Board, the most senior executive committee in the Agency. The committee provides broad strategic direction for Statistics Canada and acts as the body for all decision-making related to the corporate-level management of the Agency, including strategic corporate planning, resource allocation, human resources management, communications and dissemination, program evaluation and information management/information technology.

This committee includes senior management representatives with knowledge of Statistics Canada programs. Its responsibilities are:

  • conducting an annual review of advance release agreements (work-in-progress agreements and those for information purposes) and common governance agreements undertaken during the year; and,
  • designating formal collaborative programs (with partner organizations through a recognized governance structure) upon the recommendation of an Assistant Chief Statistician.
Advisory Committees

These committees provide advice and guidance to Statistics Canada and the Chief Statistician on all aspects of the Agency’s statistical and analytic programs, including advice on program priorities, survey design and content, dissemination of information, and statistical methods.

These committees include senior management representatives with knowledge of Statistics Canada programs.

Advisory committees fall under the authority of the Executive Management Board.

Microdata Access Management Committee

This committee provides advice, guidance and direction about access to microdata and matters pertaining to access to information, privacy and confidentiality obligations under the Statistics Act and other federal legislation and policies. As per the Policy on Microdata Access, microdata includes all datasets containing information relating to individual persons, businesses or organizations that Statistics Canada has obtained and holds pursuant to the Statistics Act.

This committee includes senior management representatives with knowledge of Statistics Canada programs.

The committee reports to the Executive Management Board.

Information Management Committee

The role of this committee is to coordinate the effective and efficient management of all of the Agency’s information assets, including its confidential statistical data holdings.

This committee includes senior management representatives with knowledge of Statistics Canada programs. Its responsibilities are:

  • establishing a departmental strategy for the improvement of the management of information;
  • ensuring the Agency has in place information management standards, policies and procedures that both serve its needs and respect the values and principles of the Treasury Board of Canada Secretariat Policy on Information Management;
  • identifying information management challenges, issues and opportunities, and coordinating their timely handling or resolution;
  • determining priorities through annual planning, and—as needed—overseeing project teams and task forces;
  • ensuring departmental participation in setting government-wide direction for information and recordkeeping;
  • ensuring electronic systems are the preferred means of creating, using and managing information; and,
  • ensuring that the department addresses Management Accountability Framework requirements.

The committee reports to the Executive Management Board.

Communications and Dissemination Committee

The role of this committee is to enhance access to Statistics Canada products and services by providing guidance to the Agency on how best to communicate with government, non-government and private sector organizations as well as with individual Canadians.

This committee includes senior management representatives with knowledge of Statistics Canada programs. Its responsibilities are:

  • reviews and approves corporate strategies to further advance the communications and dissemination programs at Statistics Canada;
  • guides the development and implementation of action plans to increase the use and understanding of official statistics;
  • guides the improvement of the Agency’s website and the development of a long-term web presence strategy;
  • provides strategic advice on issues related to The Daily;
  • reviews and recommends policies, standards, directives and guidelines to support sound communications and dissemination practices at Statistics Canada;
  • guides the development and implementation of a coherent cost structure and pricing policy for all information products and services; and,
  • guides the development of quantifiable performance indicators and monitor progress against these on an ongoing basis.

The committee reports to the Executive Management Board.

Methods and Standards Committee

The role of this committee is to assist and advise the Executive Management Board on the development and use of sound statistical methods, and on the development and application of statistical standards. The Committee also acts as a focal point for corporate data quality practices and issues.

This committee includes senior management representatives with knowledge of Statistics Canada programs. Its responsibilities are:

  • assists and advises on the development and application of statistical standards and metadata within the Agency’s programs;
  • approves the adoption of statistical concepts, variables and classifications as departmental standards;
  • approves exemptions to the departmental standards where appropriate;
  • advises on the development and use of sound statistical methods; and,
  • provides guidance on priorities for statistical research and innovation.

The committee reports to the Executive Management Board.

  • acts as Open Data Coordinator for the Agency and manages inquiries from the Open Government site in regards to Statistics Canada data and information;
  • participates in Open Data and Open Government working groups;
  • participates in Web Renewal Initiative committees;
  • supports and manages the New Dissemination Model project to update and modernize the dissemination strategy for Statistics Canada. The New Dissemination Model will include a revised organization of data holdings that will enable better discovery and enhanced navigation, a simplified line of standard products with a more coherent and consistent layout and functionality, and aggregate statistics generated through a database-driven approach;
  • collaborates with Information Technology resources to provide ongoing support and maintenance to the Open Government site and portals and supporting systems by acting as the Information Technology Project Office. This includes roles of service provider and client relations, and the recommending of best practices;
  • ensures the effective communication and dissemination of Statistics Canada information to the Canadian public and fosters a positive image of Statistics Canada as the national statistical agency;
  • maintains relationships with data users, and fosters effective internal communications across the Agency; and,
  • provides subject matter expertise in releasing data and information.
Analytical Studies, Methodology and Statistical Infrastructure Analytical studies; Statistical infrastructure; Methodology
  • develops and maintains statistical standards (includes populations, statistical units, variables and classifications), promotes and monitors their implementation and provides guidance on their interpretation;
  • develops, maintains and disseminates statistical metadata for surveys and statistical programs, under the terms of the Policy on Informing Users of Data Quality and Methodology See table 1 note 1;
  • supports information management (IM) at Statistics Canada and ensuring compliance with applicable legislation, policies and directives See table 1 note 2;
  • provides subject matter expertise in releasing data and information, including advice related to the legal and policy obligations associated with Statistics Act and Privacy Act.

  • responsible for performance and results in support of the effective management of Statistics Canada’s financial planning and project management;
  • provides oversight for the effectiveness of financial management and control, more specifically, timely and accurate financial reporting, compliance with authorities and accountability for the effective control of public resources; and,
  • posts various proactive disclosures.
Informatics
  • provides support for all phases of developing, implementing, maintaining and enhancing systems for registering Open Data and Open Information;
  • provides support for Web Renewal Initiative migration to www.canada.ca;
  • provides support for all phases of developing, implementing, maintaining and enhancing systems for Statistics Canada’s New Dissemination Model which will include a revised organization of data holdings that will enable better discovery and enhanced navigation, a simplified line of data products with a more coherent and consistent layout and functionality, and aggregate statistics generated through a database-driven approach;
  • supports the Open Government site and portals by acting as the Information Technology Solution Developer and the Technical Support and Maintenance Authority; and,
  • acts as the liaison with Shared Services Canada (provider of the underlying infrastructure), with various

6.3 Communication, Awareness, and Engagement

With the objective of maintaining and further promoting Open Government within the Agency, Statistics Canada will continue to develop and implement communication, awareness and engagement strategies. This will be accomplished by:

  • Engaging stakeholders at appropriate times to complete the deliverables and milestones of Statistics Canada’s Open Government Implementation Plan;
  • Ensuring that stakeholders understand their roles and responsibilities for meeting the deliverables and milestones of the Open Government Implementation Plan;
  • Providing stakeholders with information and tools needed to successfully complete deliverables and milestones of the Open Government Implementation Plan;
  • Expeditiously addressing issues raised by stakeholders so as to continue and improve the activities associated with deliverables and milestones of the Open Government Implementation Plan;
  • Supporting stakeholders in managing change by providing timely key information, and details on the availability of training and tools, for them to become proficient in managing the activities associated with deliverables and milestones of the Open Government Implementation Plan;
  • Continuously communicating and remaining transparent with stakeholders within the Agency and the general public on the progress of the deliverables and milestones outlined in the Open Government Implementation Plan;
  • Coordinating and analyzing stakeholder questions and feedback to identify opportunities to improve and clarify messaging or to identify potential issues or concerns;
  • Providing information and links on Statistics Canada’s past and current consultations to the Consulting with Canadians portal on the Open Government website;
  • Continuing to participate in Open Government working groups such as the Open Government Implementation Plan working group, Open Government Technical working group, and the Open Data working group;
  • Actively participating in future Open Government events such as the annual Canadian Open Data Experience app-a-thon (C.O.D.E.);
  • Submitting potential blogs to the Open Government Blog (see a past blog submitted by Statistics Canada called “Open Data Users’ Top Priority Datasets on data.gc.ca”); and,
  • Continuing to provide content to the Information and Communications community on the Open Government website (see a feature added by Statistics Canada called “Digital Technology and Internet Use”).

Statistics Canada is actively engaged with the Treasury Board of Canada Secretariat’s Open Government initiative through the provision of assistance in publishing the Open Government Implementation Plan and meeting the department’s Open Government obligations.
