I recommend improving budget procedures, with a legislative measure, to prevent omnibus budget bills where items that are included without transparency (big problem in the past, hopefully not ongoing). Moreover, the fiscal position of the government should be clearly presented to the House prior to announcing the budget. The budget should be debated in light of the fiscal state of Canada, and individual items should be open for debate. This does not mean Canada should not be able to go into deficit, but there should be a transparent and itemized accounting of revenues and expenditures, including ongoing corporate rebates, before any planned budget is debated.
