Government should make its environmental data (hydrology, meteorology, climatology, air quality, etc.) open to the public, not storing them in database and demand citizens to pay money for access to the dataset. Some of these data do exist on government website but the data license is restrictive or contradictory (dataset is linked from Open Data portal and said to be using "Open Government Licence" but the actual federal government website where the data is hosting uses more restrictive language in its licensing agreement).
