Request Summary: Compliance obligations for employers hiring temporary foreign workers: I would like access to relevant guidelines, instructions, notes and other information regarding the following requirement of the employer compliance program when hiring a TFW: “provide the foreign national with wages that are substantially the same as — but not less favourable than — those set out in the foreign national’s offer of employment” (s. 209.96(2)(b) IRPR). Specifically, I would like to understand what the evaluation criteria are for determining what constitutes "substantially the same salary" in the case of a salary increase.
