Request Summary: Please provide all documents, including drafts, from May 24, 2020 to November 2, 2020, respecting (1) the Government House Leader’s December 2019 mandate letter concerning working “with the House of Commons to introduce new technology and other institutional changes to better connect Members of Parliament with their constituents”, (2) the possibility of introducing virtual or remote participation in the proceedings of the House and its committees, including electronic or remote voting, (3) the Fifth Report of the House’s Standing Committee on Procedure and House Affairs, tabled on May 15, 2020, including the government’s review and response to it, (4) the Seventh Report of the Committee, tabled in July 21, 2020, including the government’s review and response to it, (5) John Brassard’s point of order in the House, raised on July 21, 2020, challenging the Fifth and Seventh Reports, (6) the government’s proposals and negotiation of hybrid and remote participation in parliamentary proceedings in advance of the opening of the Second Session of the 43rd Parliament, (7) the motion adopted by the House on September 23, 2020, concerning hybrid and remote participation in parliamentary proceedings, (8) the implementation of hybrid and remote participation in parliamentary proceedings, (9) the government’s proposal for a further Committee study, Government Motion No. 7; (10) the Committee’s study undertaken in response to the adoption of Government Motion No. 7; (11) the Speaker’s subsequent correspondence and briefs to the Committee on modalities and procedures for virtual sittings and remote voting; (12) the Speaker’s exchange of letters with the Opposition House Leader, Candice Bergen, concerning physical voting alternatives; and (13) the Committee’s Sixth Report, tabled in the House on June 18, 2020. Please exclude memoranda to Cabinet and aides-memoire; Treasury Board submissions; speaking notes or decks for presentations to Cabinet or its committees; briefing notes and covering memoranda for the material to exclude, duplicate copies of e-mails (i.e., exclude earlier messages in a thread of e-mails if a later message contains the earlier message(s)); publicly available versions of government documents (i.e., do not exclude drafts of those documents); the French version where an english version already exists; and copies of draft legislative texts.
