Request Summary: On July 4, 2022, IRCC wrote in a legal submission to the Canadian Human Rights Commission containing the following passages which refer to ministerial decisions under s. 25.2 of IRPA: 1. "the Minister of Immigration, Refugees and Citizenship Canada (IRCC) exercised his authority under section 25.2 of the Immigration and Refugee Protection Act (IRPA) in enacting the Canada-Ukraine Authorization for Emergency Travel (CUAET), a public policy that exempts Ukrainian nationals and their family members of any nationality from certain requirements for temporary resident visas, open work permits and study permits, to facilitate the entry to Canada of Ukrainian nationals and their family members for the purpose of providing temporary safe harbour until it is safe for those affected individuals to return to Ukraine. 2. "Almost one year ago, in July 2021, the Minister of IRCC exercised his authority under section 25.2 of the IRPA to address the humanitarian crisis taking place in Afghanistan."
