Pp. 111-150 in Peterson, E.B., and J. B. Wright (eds.), Northern Transitions. Vol. 1: Northern Resources and Land Use Policy Study. Ottawa: Canadian Arctic Resources Committee. That article, authored by a DIAND executive, analyses the agreement and its circumstances in depth.
