Request Summary: Please provide any documents held by Global Affairs Canada or its predecessors related to the negotiation of The Boundary Waters Treaty of 1909 between Canada and the United States of America. To the extent disclosure is not prohibited by the Access to Information Act, please provide all documents which could constitute "travaux préparatoires" in the negotiation of The Boundary Waters Treaty of 1909. For greater specificity, "travaux préparatoires" in this request has the same meaning as the term in Article 32 of the Vienna Convention on the Law of Treaties. In this request, "travaux préparatoires" includes, but is not limited to: (1) preliminary drafts of the treaty text, (2) documentation of the treaty's negotiating history, (3) documentation of the treaty's drafting history, (4) documentation of preparatory work done by the Government of Canada in negotiating the treaty, (5) diplomatic correspondence and diplomatic notes exchanged during negotiation of the treaty, and (6) other official records generated during the course of the treaty negotiations.
