According to the information provided, the first document has 5 pages, it is a letter to the Minister of Labour (plus attached document) withdrawn for solicitor-client privilege on February 22, 1914. The second is a 4-page memo to the Minister, withdrawn for solicitor-client privilege on January 26, 1911.
