Request Summary: On 16 February 1965 Canadian Michelle Duclos, together with three American men were arrested in New York City, New York, in connection with an attempted terrorist plot to bomb the Statue of Liberty. Duclos was a supporter of the Quebec Liberation movement and had procured the dynamite for the attack in Quebec at the behest of American Black Power organizations. The plot was foiled as one of the terrorist leaders was in fact a police agent. This ATIP request relates to the Canadian side of this equation. I am requesting any conversations between the RCMP or any other security/police agencies and the FBI, NYPD, CIA, or any other American police services between the period of December 1964 to March of 1965. Some helpful keywords may include the Black Liberation Front, Revolutionary Action Movement, The Student Committee for Travel to Cuba, and Fair Play for Cuba or any other surveillance or information sharing regarding Quebec Nationalists and American revolutionaries, black power advocates, or militants. I would also like any police surveillance of any nationalist organizations for the same period under question. I believe the evidence from the McDonald Commission may also be of use here, particularly if there is a connection between the dynamite the the security services. I would also like to request any information on Gilles Legault and Michelle Duclos, both of whom are now deceased, and any files on or regarding them.
