Request Summary: A certified true copy is an authenticated reproduction of part of a travel document, validated against the electronic passport record, certified, signed, anddated by a Passport Program officer. Until September 22, 2023, a dry seal was embossed onto the certified true copy. Please provide email correspondence,briefing materials (such as briefing notes, placemats, memorandums,backgrounders, scenario notes, etc.), announcements and notifications to PassportCanada offices, internal consultation notes, OneNote notebooks, revisions to thePassport Officer Course and Passport Policy Manual and external/MPcommunications templates used to respond to public inquiries regarding the decision to end the embossing of dry seals on certified true copies and the hardships endured by lacking the embossed dry seal. This should include correspondence (e.g., emails and call notes) with organizations that have made the decision to stop accepting certified true copies issued by Passport Canada,which includes the Internal Revenue Service (IRS) of the United States ofAmerica, as well as Canadian missions abroad.
