Clarification received Oct. 25, 2019: Exclude MCs, aides-memoire for Cabinet, TB submissions, presentation decks for Cabinet or its committees, speaking notes prepared for Cabinet resentations/discussions, draft legislation/regulations, and briefing notes and covering memoranda concerning the above.
