Request Summary: I would like to obtain pages of IRCC's announcements, manuals, policies, guidelines, reports as well as SOPs concerning requirements for police certificates for permanent residence applicants who are citizens of P. R. China, regardless of their current country of residence. Specifically, I would like to know the reason why IRCC has been sending out to certain clients request letters containing the following wording: "Police Certificate: You're required to provide a copy of your original Notary Certificate of 'No Criminal Convictions' from China submitted via the Public Security Bureau (PSB) portal. Please ensure to include the QR code visible on the bottom of the document [...]". Please include in your response the latest detailed requirements for Chinese police certificates for permanent residence applicants who are citizens of China, as well as how an officer evaluates and verifies the authenticity of these Chinese police certificates. In addition, please include information as to what an officer is expected to do if an applicant is unable to provide a certificate with a QR code, as it is not available in all jurisdictions in China. If there are different requirements for Chinese police certificates for different permanent residence programs, please include all of them. Please only include pages of information written by IRCC. Please exclude any cabinet confidences. Please exclude records requiring consultations with PCO and DOJ.
