This includes any guidance on what circumstances justify the use of force, how much force is proportional, and what de-escalation strategies are to be used. Additionally, any written policies, criteria, or other documents guiding the removal of an individual to any country that will authorize entry under Section 241(2) of the IRPA Regulations. This includes: at what point officers resort to this option, how such countries are selected, and whether the Canada Border Services Agency (CBSA) ceases efforts to remove the individual after a certain number of unsuccessful attempts have been made to arrange removal. Finally, any records from January 1, 2003 to May 31, 2018, on whether and to what extent CBSA has relied on private firms or contractors to assist in the process of removals.
