In 2002, Member of Parliament Robert Anders wrote two letters to then Foreign Affairs Minister John Manley related to: 1. interference from members of the Chinese embassy who harassed legal demonstrations against human rights abuses in China, seriously breaching diplomatic protocol. and, 2. an incident where MP Anders was pushed, shoved, and insulted, in the House of Commons corridors, by personnel from the Chinese embassy. Seeking copies of Mr. Anders letters, responses from Mr. Manley or other members of Foreign Affairs, and documentation of any investigations, discussions with or sanctions of members of the Embassy of the People's Republic of China.

Vegtrov's code name was "Farewell" and the case is known as "The Farewell Dossier". Much of this information was shared with Canada. Seeking all information received by Canada related to The Farewell Dossier, and actions taken by Canadian intelligence and the Canadian Government related to that information.
