Requesting a copy of a memorandum that was distributed by Veterans Affairs Canada to it`s various Regional offices/Team Leaders/Case Managers, some time in the year of April 1 2018- April 1 2019 . The memo instructed various Case Managers who had clients who held existing claims for a Diminished Earning Capacity in progress prior to April 1 2019, to have those claims expedited. The reason for the rush , as stated in the internal memo, was that after April 1 2019, the Liberal Government under the Honourable Justin Trudeau was removing a monetary component that was attached to the DEC designation. After April 1st 2019, the Career Impact Allowance Supplement (CIAS) would no longer be accessible to any veteran who opened a Diminished Earning Capacity claim. In order for a veteran to be entitled to receive CIAS, their DEC application must have been in progress prior to Apr 1 2019 but was permitted to be finalized after that date, and the veteran would still receive the benefit. This memo would have went out to all VAC offices, more specifically the Winnipeg, Brandon, Shilo offices would have received a copy, if not the individual Case Managers working at those locations in the year of Apr 1 2018-apr 1 2019.
