1. Copies of all documents including but not limited to correspondence, emails, investigatory and other reports, internal and external communications, memorandums, minutes or notes of meetings, data, government commitments, government agreements, and government memorandum of understanding, and other evidence considered and involved in the investigation, analysis, and conclusions by each of ESDC and Immigration, Refugees and Citizenship Canada (IRCC) that: (a) resulted in Bulletin 230 which in 2010 exempted employers seeking to employ foreigners as resident physicians from the LMIA process; and (b) any review of Bulletin 230 from 2010 to date. Please ensure that the above includes documentation which evidences all stakeholders consulted prior to making the 2010 decision evidenced by Bulletin 230 together with documentation of their submissions whether by reports from the stakeholder or by notes and memorandum of their submissions by federal government staff. 2. Copies of reports and other documents relied upon prior to and subsequent to 2010 to reach the conclusion that (a) residents and fellows do not take away employment or training opportunities from Canadians as these positions are specifically created for and funded entirely by foreign governments, in the case of residents; and (b) that the presence of foreign medical residents enhances Canada's reputation for excellence in medical teaching and supports our academic institutions with medical teaching facilities. The foregoing is to include the analysis that each of ESDC and IRCC is aware of, received, and/or considered from various federal government departments relevant to the decision to exempt employers seeking to employ foreigners as resident physicians from the LMIA process and any reviews of that decision subsequent to 2010. 3.
