On May 18, 2022 the CRTC appeared before the House of Commons Standing Committee on Canadian Heritage, and the CRTC's Chairperson said, "I have had more than 100 staff working in a series of working groups for well over a year to prepare", for the implementation of Bill C-11. S. 25(1) of the 1991 Broadcasting Act states that the CRTC "shall forward to the Minister a report", with respect to any contravention of the CBC's conditions of licence. In Decision 2000-1 at paragraph 92 the CRTC determined that CBC's Radio One radio network had breached its condition of licence for Canadian content.
