The following request relates to a memo dated December 29, 2004 to the Warden of Nova Institution from ADCO with the subject “Strip-Searching of Offenders leaving the institution”. For ease of reference, I have enclosed a copy of the memo. In the second paragraph, the memo states: “a subsequent review of this question has been conducted at the national level, in concert with the Correctional Investigators office”. The “question” is the strip-searching of offenders leaving the institution. I request a copy of all documents related to this review of the question of strip-searching offenders when leaving an institution, as referenced in this memo. 1. All letters from the OCI to CSC regarding conditions at regional treatment centres and on mental health and therapeutic units, as well as responses to those letters, from 2015 to the present; 2. All letters from the OCI to the Commissioner of Corrections from 2015 to the present regarding systemic concerns and/or policy issues; and 4. The information provided to the OCI by CSC regarding therapeutic units, as mentioned in the OCI’s 2018-2019 annual report. Clarification received October 4, 2020 - Re #1, we are interested in all conditions that would influence the therapeutic environment – so that could include staff conduct/culture, lockdowns and movement routines, availability of programs or activities, cleanliness, crisis intervention and uses of force, etc. It could include physical conditions if there is a relationship to the therapeutic environment. Re #2, yes, we are interested in responses from CSC.
