Please provide all documents, memoranda, e-mails, correspondence, briefing notes, text messages, messages on Microsoft Teams or any other messaging platform, and any other records, including drafts, from August 1, 2021, respecting the use by Senator Marilou McPhedran of documents to facilitate travel from Afghanistan, including: (1) meetings of the Standing Committee on Citizenship and Immigration on the subject-matter, (2) appearances and scheduling of witnesses before those committees, (3) preparations for and debriefs following those witness appearances, (4) the motion considered by the Standing Committee on Citizenship and Immigration on February 8, 2023 that concerned a study of this subject-matter and the scheduling and summonsing of witnesses, (5) the adoption of the motion on March 20, 2023, and (6) the notice of motion given to the Immigration Committee on April 26, 2023, inviting George Young to appear as a witness. Please exclude (1) memoranda to Cabinet and aides-memoire for Cabinet consideration, (2) Treasury Board submissions, (3) speaking notes or decks for presentations to Cabinet or its committees, (4) copies of draft legislative texts, (5) briefing notes and covering memoranda concerning records in exclusions (1) to (4), (6) duplicate copies of e-mails (i.e., exclude earlier messages in a thread of e-mails if a later message contains the earlier message(s)), (7) publicly available versions of government documents (i.e., do not exclude drafts of those documents), (8) the French version of documents which are equally available in each official language, (9) off-topic information in otherwise responsive documents (e.g., news stories on other issues in a media summary), and (10) unannotated transcripts of parliamentary debates and committee meetings. Amended July 31, 2023: However, with respect to the matter of draft records, if you wish to consider an alternative proposal, I would suggest that draft records could be collected but set aside with only final versions being processed as an interim response; from there, I could isolate which specific documents I would also like to have released in draft form. August 15, 2023 - With regard to the timeframe, I wish to have records from August 1, 2021July 14, 2023 (date of request submission). With regard to the interpretation of phrases, I am referring, generally, to matters which include those which have been the subject of reporting by The Globe and Mail and investigation by the Standing Committee on Citizenship and Immigration. With regard to the enumerated inclusions, those should be seen as elaborating upon the issue at hand, including particularly the matter that responsive records might also be found among those who handle communications, parliamentary affairs and issues management responsibilities. The exclusions are generally meant to facilitate and expedite the processing of responsive records.

In 2020, Canada significantly limited opportunities for air travel to Canada as well as immigration services in response to the COVID-19 pandemic. In 2021, the IRCC’s Ministerial Centre for MPs and Senators (MCMPS) temporarily interrupted its services in response to the humanitarian and migrant crisis in Afghanistan in order to reassign staff to these efforts. In 2022, the MCMPS again reassigned staff to special units to respond to the humanitarian and migrant crisis in Ukraine. We are requesting any documents from 2019 to date showing, for each of these three crises, the following information regarding the MCMPS: *The number of employees assigned to MCMPS services before, during and after the crises; *The call volumes received annually or monthly at the MCMPS before, during and after the crises;*The volume of emails received annually or monthly at the MCMPS before, during and after the crises. Following these crises, a number of reassignments and limits to accessing the MCMPS were implemented in order to manage case volumes. Without a doubt, the managers making these decisions had all the data available to them that we have discussed here in order to make the necessary administrative decisions. As a result, these documents containing this data have undoubtedly been discussed and shared.
