S. 25(1) of the 1991 Broadcasting Act states that the CRTC "shall forward to the Minister a report", with respect to any contravention of the CBC's conditions of licence. In Decision 2000-1 at paragraph 92 the CRTC determined that CBC's Radio One radio network had breached its condition of licence for Canadian content.
