To whom it may concern, I am writing to request records under the Access to Information Act regarding a document reasonably believed to be produced by CSE entitled 'CSE's SIGINT Re-organization -- "Renewal" (13 September 1999).' As the Access to Information Act requires, I would request all reasonably non-exempt portions of the document released. The existence of this document is cited in a declassified NSA document, "NEW Enterprise Team (NETeam) Recommendations: The Director's Work Plan for Change" (1 October 1999), Appendix G: Bibliography. The release of non-exempt records is in the public interest as supported and outlined by Canada's National Security Transparency Commitment because it contributes to greater accountability and trust on national security policy while balancing security demands.
