Under recommendation A23, the report recommends modifications to the residency requirements for returning officers. Currently, under section 22 of the Canada Elections Act, returning officers (RO), assistant returning officers (ARO) and additional assistant returning officers (AARO), are required to reside in the electoral district in which he or she is to perform duties under this Act. Recommendation A23 is that the residency requirement for ROs, AROs and AAROs should be replaced with a requirement that they reside in the electoral district where appointed or in an adjacent electoral district.
