I believe those documents were produced in year 2018 (Instructor's Guide was produced in August 2018, and the Participant's Guild was produced in December 2018). I attached two screenshots for your reference. One is the document I am looking for, another is a similar document named "Temporary Resident Processing: Temporary Wokrers CC8000 Instructor's Guide" that I got in the past from IRCC.
