Part 1 Regarding the anticipated 2002 veterans whom the Department estimated would access the ETB over 10 years, Veterans and Canadians could be pleased to see the Department is planning on paying out the maximum to each veteran who comes forward. As TB policy requires VAC to substantiate such estimates, a breakdown must have been prepared in order to provide TB with the final numbers. I think it important to note it would be a breach of the public service code of ethics and TB policy to provide final numbers without having substantiated how that final number was created that took into account all aspects of a non-homogeneous program with multiple anticipated levels of benefits i.e., short courses, 6 to 12 year minus a day, and 12 years or more. In that context, year by year for 10 years itemized in the Regulatory Impact Analysis Statement and the answer provided previously to this query: a. Since the Department has budgeted $92.7 million over 10 years, how many Veterans each year using their maximum allotted amount did the Department anticipate would use each of the maximum $40,000 (6 to 12 years less a day) and how many would use the maximum $80,000 (12 or more years). b. How many Veterans would be anticipated to NOT access these maximums in the context of a. above? c. The RIAS budgets $7.03 million for short courses, how many Veterans taking short courses does this amount represent for each of the 10 years? d. What rationale did the Department use to deny access to the ETB to veterans with less than 6 years' service? e. What rationale did the Department use to deny access to the ETB for Veterans released prior to April 1, 2006. f. Since the Department is willing to fund 10,000 Veterans annually, what administrative contingencies has VAC implemented in case 10,000 veterans come forward? e. Please provide documentation that VAC has requested permission of TB and Finance to receive additional funding of $200,000,000 for 10,000 Veterans annually...
