This agency' was proposed by government officials throughout the 1980s , 1990s. The name: Foreign Intelligence Agency was proposed in Bill C-409, a private members Bill that went before Parliament in 2003. The new'agency' was also proposed as part of the Conservative Party of Canada election platform in 2006.
