All export permits issued for military goods and technology from Canada to Turkey, as well as Azerbaijan, Ukraine, Pakistan and Israel in 2019 and 2020. On October 11, 2019, the Government temporarily halted the issuance of new export permits to Turkey in light of its military actions in northeastern Syria. Global Affairs Canada released a Notice to Exporters on April 16, 2020, advising that from that date until further notice, permit applications to Turkey would be reviewed on a case-by-case against ATT criteria, with a presumption of denial for Group 2 military items, including in relation to NATO cooperation programs. Thus in addition to information to utilize export permits for military goods and technology from Canada to Turkey, Information on the exceptional circumstances under which these export permits were issued; and information on parties involved in granting these exceptional circumstances.
