Environment Canada and Industry are currently behind schedule on this commitment: "Maximize access to federally funded scientific research to encourage greater collaboration and engagement with the scientific community, the private sector, and the public". This needs to be a priority. Canada does not currently have a culture of open access to government science. There is a need for considerable discussion and preparation for change. The June 2016 consultation should be heavily promoted and deadlines extended if necessary to get it right. [Disclosure: I am an advocate of open access and a university professor / researcher with a research interest in this area].
