Request Summary: I asked the following question to IRCC: "Do your intake officers have any discretion on how to apply R10 when deciding on whether or not to keep a file or return it? For example, the officer notices the birth certificate is missing for the one child. This would mean it's an incomplete application." The response I received was: "There are new facilitative measures for incomplete applications in place (details available internally only). " I want to see these 'internal details' measures that officers are currently using to determine how to apply R10.
