Restrict search to 1) most senior policy officer, 2) director and 3) director general responsible for the program. Remove duplicates by providing final e-mail chain only, and only one copy of an e-mail in cases where there were multiple recipients. Remove all instances of non-relevant information and identify as such. Omit records and portions thereof that would require confirmation of a Cabinet confidence.
