Please provide any and all policy and procedure memos and changes and directives given to intake staff at Canada CPCs (Sydney and Mississauga and Edmonton) in how to use R10 (completeness of file) in the COVID era and how to treat the files. For example, there may be a directive to provide more latitude to officers in accepting files that are not entirely incomplete, as returning the file may be seen as harmful due to the length of time the file has been sitting unprocessed.
