In a 2020 report, QA and Analysis branch reviewing CPC-Edmonton's work permit applications found that mistakes were present in approximately 25% of refusals sampled. One of the mistakes mentioned is as follows: "Clerical errors stem from the foreign national (FN) not being requested by the system to provide mandatory documentation at time of application - a known anomaly to our department. To address this, office instruction dictates processors to request necessary documents when their Document Sub Type is missing from the electronics documents (eDocs) submissions." We are requesting a copy of the office instructions mentioned and all office instructions of the same type provided to Canadian offices concerning the processing of work permit applications.

In a report on the Edmonton office's activities for 2020, the QA and Evaluation Branch at IRCC indicated that a significant proportion of work permit refusals it sampled had been refused by mistake (around 25%), and that one of the common mistakes on IRCC's part was related to an error on the IRCC 'Come to Canada' online questionnaire required before making online applications for temporary residence. That questionnaire, the report says, does not always generate the correct control list of documents to be provided. This was a known issue in 2020. The issue has still not been solved in 2022. Please provide all documentation from 2015-january-01 to 2022-july-15 concerning bugs and problems and possible fixes with the 'Come to Canada' online questionnaire, also called the 'Come to Canada Tool'. https://www.canada.ca/en/immigration-refugees-citizenship/services/come-canada-tool.html .
