Specifically, I am looking for plans/notes/meeting minutes/emails that decide which Student Permit applications to prioritise for final processing and why. There has been a massive delay for applicants applying through the SDS stream from countries like India/Nigeria/Pakistan so I am looking for operational records from IRCC which stipulate if applications from these streams should be de-prioritised and until when should they be deprioritised.
