In November, 2013, the OCI published a report titled “A Case Study of Diversity in Corrections: The Black Inmate Experience in Federal Penitentiaries Final Report.” That report was based in part on interviews and focus groups conducted with Black prisoners. Last year’s annual report included an update to the Black experiences report based on additional interviews. I would like anonymized copies of the notes taken during these interviews.

We request records, including all data, reviews, communications, investigative findings, research, or other documentation, as well as any correspondence with CSC regarding these findings, related to: • The 2020-2021 report’s finding that Black, Indigenous and Peoples of Colour are overrepresented in use of force incidents in federal prisons, regardless of risk level, security level, age, sentence length or gender; • The 2012-2013 report’s finding that Black individuals are disproportionately involved in use of force incidents, institutional charges, maximum security, and segregation; • The 2012-2013 report’s findings regarding prejudicial attitudes by CSC staff toward Black people; • The 2021-2022 report’s finding that Black people are overrepresented in the number of discretionary charges and underrepresented in categories of charges requiring less discretion; • The 2021-2022 report’s findings regarding Black people being targeted with institutional charges by staff.
