IRCC's Operational instructions https://www.canada.ca/en/immigration-refugees-citizenship/corporate/publications-manuals/operational-bulletins-manuals/standard-requirements/language-requirements/designated-testing-agencies.html, enlists existing Designated language-testing organizations trusted by IRCC to asses adequate knowledge of either English or French to immigrate or work in Canada. We would like to receive information about the public mechanism through which language testing agencies can apply to be become designated by IRCC as such. Furthermore, we would like to receive information about the Criteria for such designation. Information from the dept (here: https://www.canada.ca/en/immigration-refugees-citizenship/corporate/publications-manuals/operational-bulletins-manuals/standard-requirements/language-requirements/criteria-designation-testing-agency.html ), seems rather incomplete and very brief. Furthermore, we would like to receive information on what is the mechanism used by IRCC officers around the world to verify the authenticity of language test results provided by applicants since section Integrity concerns with respect to language test results (source: https://www.canada.ca/en/immigration-refugees-citizenship/corporate/publications-manuals/operational-bulletins-manuals/standard-requirements/language-requirements/integrity-concerns-respect-test-results.html) doesn't contain that instruction.
