1) Telegrams sent from the Canadian consulate in Boston to the then Department of External Affairs on the reaction among New England fishermen, the New England Fishery Management Councils and New England politicians regarding East Coast Fisheries, fisheries management, the draft American-Canadian agreement on these issues and the boundary issue. The telegrams were sent by regular surface mail, but classified confidential. Copies likely exist both at External Affairs and in the Department of Fisheries and Oceans. Time frame: 1979-1980 – with a focus on March to December 1979. (2) Department of External Affairs reports created in the Canadian Consulate General in Boston on three annual meetings of the Conference of Eastern Canadian Premiers and Northeastern Governors held in (1) Whitefield, New Hampshire (June 11-13, 1978); (2) Estérel, Quebec (June 26-27, 1979), and (3) Ferrisburg, Vermont (June 26-27, 1980). May be found within records of such cross-border political relations by lower levels of government, which occurred on the West Coast and possibly elsewhere. There is also a federal-provincial relations aspect. Time Frame: 1978-1980
