In 2002, Member of Parliament Robert Anders wrote two letters to then Foreign Affairs Minister John Manley related to: 1. interference from members of the Chinese embassy who harassed legal demonstrations against human rights abuses in China, seriously breaching diplomatic protocol. and, 2. an incident where MP Anders was pushed, shoved, and insulted, in the House of Commons corridors, by personnel from the Chinese embassy. Seeking copies of Mr. Anders letters, responses from Mr. Manley or other members of Foreign Affairs, and documentation of any investigations, discussions with or sanctions of members of the Embassy of the People's Republic of China.

Vegtrov's code name was "Farewell" and the case is known as "The Farewell Dossier". Much of this information was shared with Canada. Historic request - I am requesting all RCMP Conduct Board Decision reports and appeals, and/or Record of Decision reports, regarding Conduct Hearings, also known as Code of Conduct Hearings, where a peace officer or civilian member was found to be at fault, from 1868 to 2016, nation wide, including any foreign postings. This includes Conduct Board Decision reports that may go by a historically different name, but are essentially final disciplinary reports stemming from misconduct. This request also includes former names in which the RCMP operated under, including but not limited to, the North West Mounted Police (NWMP), Royal North-West Mounted Police, and the Dominion Police.
