Accountability for accelerated infrastructure projects
The [Act concerning the acceleration of certain infrastructure projects] (http://www.legisquebec.gouv.qc.ca/fr/ShowDoc/cs/A-2.001) (Act), which came into force on December 11, 2020, provides measures to accelerate the execution of public infrastructure projects, in order to benefit Quebecers more quickly and to contribute to reducing the impact of the COVID-19 pandemic. In addition to the acceleration measures for the projects designated in [Schedule I] (http://www.legisquebec.gouv.qc.ca/fr/ShowDoc/cs/A-2.001#sc-nb:1), the Act provides for accountability procedures, in particular on the progress of projects. In fact, under section 68 of the Act, semi-annual reporting is required and is the responsibility of each responsible minister, who must present, in particular, the acceleration measures used for each project. It must then be sent to the Minister responsible for Infrastructure, who publishes it on the Treasury Board Secretariat's website on May 31 and November 30 of each year, until all infrastructure projects are completed. The acceleration measures provided for in the Act relate to: - the acquisition of property; - the occupation of State property; - the environment; - development and urban planning.
